What determines whether words in a poem are stressed or unstressed?
I’m doing a poetry assignment for my English class, in part of which we have to emulate the style of a chosen poem. I chose Sea Fever by John Masefield. How do I create a poem with a similar rhythm?

the poem goes by AABB
so like ‘sky’ and ‘by’ rhyme which is AA
and then ‘shaking’ and ‘breaking’ rhyme which is BB
each of these words are the words that are stressed cuz they rhyme
