refrains are used a lot in art in general for different reasons one being that it makes the piece more integrated and whole, kind of like balancing color in a painting by using the same color. Medieval and Renaissance villanelles were simple ballad-like songs which of course used repetition and refrains to create rhythm, which is also what poetry attempts to do by using the same device, including the refrain structure in pantoums.
